Oakland, CA a first US town to issue ID debit cards

According to Washington Post Oakland city council has ordered municipal ID cards for its residents.  The ID cards will double as a full-fledged debit card. City council wants to improve safety with the new ID cards. Illegal immigrants were forced to carry significant amounts of cash as they were unable to pay with card or open a checking account.
