According to Washington Business Journal changes have been proposed to the Federal Information Processing Standards. As of the present time it’s a major hassle to replace lost or compromised federal ID badge; the ID card issue process needs to be started from scratch which causes delay. The proposed changes introduce a concept of ‘chain of trust’; lost or damaged ID badge would be replaced based on biometrics of the applicant. If this becomes a standard it would be much quicker and cost efficient than complete re-enrollment process.

Georgia Supreme Court announced last Monday that it would uphold photo ID card voting law despite Democrats complaints. The final decision, written by Justice Hugh Thompson, concluded that the law was a “minimal, reasonable, and nondiscriminatory restriction.” Bill passed in 2006 requires a voter top present state issued photo ID card or driver’s license before casting a ballot. Since passing the bill Democrats have been arguing it may keep poor and elderly from voting. The advocates insisted that state ID card can be obtained free of charge and constitutional right to vote can user reasonable regulations to guarantee election process fairness and prevent fraud.

According to Utica Observer Dispatch St. Luke hospital administration have decided that starting Monday all visitors arriving after 9PM and before 5AM will have to present a photo ID card to security in order to be able to enter the facility. Every visitor would be issued ID badge to wear while on the premises. Main entrance is to be closed at 9PM and visitors have to use Emergency Department entrance.

According to Guardian India government started issuing unique identification numbers (UID) to the country citizens. 12 digit number plays similar role in identification as Social Security Number in the US. Main purpose of the project is to reach government programs beneficiaries directly without any middlemen. Programs like food subsidies have failed to reach people in need in the past. The agency running the program UIDAI (Unique Identification Authority of India) plans to spend $10 billion to cover 600 million people. RIA Novosti reports that Russian government plans to introduce identity-payment card for all of its citizens. New photo ID card with fingerprint and electronic chip would replace internal passport and allow to pay for utilities, public transportation, drug prescriptions and other municipal needs. Format of the new card would resemble a banking card. The program is expected to cost $5.2-6.9 billion over the next five years. The parliament is already at the last stages of preparing the legislature for the new project. Long lines of people waiting for various services are expected to be eliminated by the new program.

According to wivb.com the Erie County Water Authority has warned customers, after two incidents of people posing as water meter workers in the Town of Hamburg (New York). The agency suggests its customers checking employee ID badge before letting in the house for meter reading. Employees use marked vehicles with EWCA logo, wear blue uniform with EWCA patch and must carry company photo ID card. In case a person posing EWCA raise suspicions or refuses to proof identinty customers should shut the door, call the police and EWCA office. According to The Orange County Register Disney employees in Orange county filed federal lawsuit last Tuesday in U.S. District Court in Los Angeles. The class action suit claims employee ID badges expose them to identity-theft risk. Employee social security number is encoded into a barcode visible on Disney employee ID cards. Many modern smartphones have applications able to decode barcodes using built-in camera. California law bans printing social security numbers on ID cards but encoding the number into a barcode remains a matter of law interpretation which a judge would have to resolve.
